REVIEW OF LITERATURE
Jammu & Kashmir are the newest partner in Education Research, in
terms of establishment of SCERT in the State. After the abrogation
of article 370 State Council of Educational Research and Training
(SCERT) has been established in Jammu and Kashmir on September
1, 2020 (Government Order No 197 Edu of 2020). Due to geographical
diversity of Jammu and Kashmir has led to the establishment of two
distinct State Councils of Educational Research and Training (SCERTs),
one situated in the Jammu division and the other in Kashmir division.
JK-SCERT have a degree of autonomy in specific areas like Curriculum
Development, Teaching resources development, Pedagogical
Approaches, Teacher Training Programs, Research and Assessment, and
Collaborations and Partnerships. However, the extent of autonomy can
vary, and certain aspects may still be subject to government regulations,
especially in matters of financial management and adherence to national
